54. In the case of a supply contract or a construction contract, tenders must be evaluated by a selection committee set up for that purpose by the Chief Electoral Officer. The committee evaluates the quality without knowing the price submitted.
When the tender evaluation is to award a contract involving an expenditure equal to or above the public tender threshold, the selection committee must be composed of a secretary in charge of coordinating the activities, and of at least 3 members.
